WHY A PLAN OF ACTION?
Since the 1990`s there has been important progress on responding to internal displacement. However, for the vast majority of internally displaced people (IDPs), durable solutions remain elusive and the persistent annual trend of significant new displacements shows no sign of abating. The year 2018 marks the 20th anniversary of the Guiding Principles on Internal Displacement (GP20), an important and unique opportunity for all stakeholders working on internal displacement to step up their work with and for IDPs and, at the same time, galvanize others to do the same.

In a report to the Human Rights Council, UN independent expert on the human rights of internally displaced persons, Cecilia Jimenez-Damary said states have the responsibility to integrate internally displaced persons back into their communities. For seven years, armed conflict has consumed Syria. Some 6.1 million people were internally displaced as at the end of 2017, including 2.9 million displaced during the previous 12 months. #InvisibleCitizens
The rate of displacement continued unabated in 2017 with an average of 6,500 people displaced per day between January and September.
Between 19 June – 2 July, an estimated 270,000 people have been displaced – with some 175,000 in Quneitra governorate, at camps along the armistice line and in surrounding villages, 35,000 who have gone towards the south-west in the Tal Shihaab area, and 60,000 at the Nasib/Jaber border crossing.
